Overview
In March 2024, California voters approved Proposition 1, transforming behavioral health statewide. The proposition addresses homelessness and serious mental health and substance use issues that often occur together and continue to challenge communities across the state and nation.
Approximately 170,000 Californians are unhoused. Of these, about two-thirds have a behavioral health issue, while only 19% have received treatment. Proposition 1 aims to significantly change these statistics.
Proposition 1 includes a bond to build supportive housing and 10,000 treatment beds statewide, and reallocates existing mental health funding streams to support individuals with the most significant behavioral health needs.
Key Components Include
To improve efficiency and optimize funding use, additional changes include:
- Prevention funding will primarily be directed and distributed at the state level (California Department of Public Health).
- No population-based services will be provided at the local level; mental health promotional work will occur at the state level.
- With the state’s focus on housing and full-service partnerships, BHSA (formerly MHSA) funding for outpatient and community support services will decrease.
