Managed Care Plan Agreements
As required by the California Department of Health Care Services (DHCS), Ventura County Behavioral Health (VCBH), a department of the Ventura County Health Care Agency (HCA), establishes contractual relationships with local Managed Care Plans (MCP). In Ventura County, the MCPs are Gold Coast Health Plan (GCHP) and Kaiser Permanente (KP). VCBH is the Mental Health Plan (MHP) and Drug Medi-Cal Organized Delivery System (DMC-ODS) Plan. These agreements define the services each plan is mandated to offer to Medi-Cal plan members.
For Medi-Cal plan members:
- The MCPs (GCHP & KP) are responsible for providing Non-Specialty Mental Health Services (NSMHS=mild to moderate impairments) and basic substance use disorder (SUD) services (e.g., Medication-Assisted Treatment).
- The MHP/DMC-ODS Plan (VCBH) is responsible for providing Specialty Mental Health Services (SMHS=moderate to severe impairments) and a range of SUD services (e.g., outpatient, residential).
Per MOU guidelines, VCBH and the MCPs meet regularly to ensure appropriate care and coordination are provided to plan members:
