Behavioral Health Services Act (BHSA)
In March 2024, California voters approved Proposition 1 to transform the state’s behavioral health system. This initiative includes the Behavioral Health Services Act (BHSA), which replaces the Mental Health Services Act (MHSA) from. This new law works alongside a $6.4 billion bond designed to build more treatment centers and supportive housing. These changes focus on helping the 170,000 Californians who are currently unhoused, many of whom struggle with mental health or addiction without enough support.
BHSA changes how we provide care by prioritizing people with the most serious mental health needs and to now include treatment for substance use disorders. It also recognizes that having a stable home is a vital part of getting healthy and staying well. By increasing the number of trained health workers and enhancing state and local oversight, the Act ensures greater accountability and fiscal transparency while providing everyone with a fair chance to receive the care they deserve.
