department. California&#8217;s disease reporting regulations not only specify what, when, where and how to report cases, but also include descriptions of monetary penalties to be imposed for failure to comply with these laws.<\/p><p><strong>Why is Reporting Necessary?<\/strong><\/p><p>Timely and accurate reporting of HIV and AIDS cases provides our county with a clearer understanding of the local epidemic. Epidemiologists can monitor trends in the populations affected by HIV infection, project future case numbers, and offer crucial information to those responsible for planning future healthcare needs, prevention efforts, and educational activities.<\/p><p>Failure to report in a timely manner may have an impact on current and projected funding needs. \u00a0Funding formulas using data that represents under-reporting of HIV or AIDS cases may translate into underfunded programs and services for those with HIV infection. Most importantly, failure to report would delay provision of services and resources available for newly diagnosed individuals.<\/p><p><strong>Reporting HIV<\/strong><\/p><p>The State of California implemented HIV reporting regulations July 1, 2002 (<a href=\"https:\/\/hca.venturacounty.gov\/public-health\/wp-content\/uploads\/sites\/3\/2026\/04\/ReportableDiseases_June2025.pdf\" target=\"_blank\" rel=\"noopener\">California Code of Regulations, Title 17, Section 2641.5-2653.2<\/a>), amended by legislation on April 17, 2006. \u00a0The original regulations required health care providers and laboratories to report cases using a non-name code.\u00a0 The April 17, 2006, legislation requires HIV cases, like AIDS cases, to be reported by name.\u00a0 As with many other communicable diseases, this is a dual reporting process in which both health care providers and laboratories are required to report. \u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-69e4e9c elementor-widget elementor-widget-n-accordion\" data-id=\"69e4e9c\" data-element_type=\"widget\" data-e-type=\"widget\" data-settings=\"{&quot;default_state&quot;:&quot;all_collapsed&quot;,&quot;max_items_expended&quot;:&quot;one&quot;,&quot;n_accordion_animation_duration&quot;:{&quot;unit&quot;:&quot;ms&quot;,&quot;size&quot;:400,&quot;sizes&quot;:[]}}\" data-widget_type=\"nested-accordion.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"e-n-accordion\" aria-label=\"Accordion. In Ventura County, all HIV disease reports are processed by the Public Health HIV\/AIDS Program. When a laboratory has a test indicative of HIV infection, they report a limited amount of information to the HIV\/AIDS Program. The HIV Team makes every effort to be present with the Healthcare Provider and the patient at the time of HIV diagnosis disclosure. We assist providers and remain with the patient to counsel them, provide emotional support, and provide direct linkage to an HIV specialist at that time. \u00a0It is important for patients to leave the provider&#8217;s office with a clear plan for moving forward and an established support system. This approach has proven to be very effective in not only getting patients into care but also in keeping them engaged in their treatment.
