Health\/Prevention<\/h1>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f4b6602 elementor-widget elementor-widget-text-editor\" data-id=\"f4b6602\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Overview<\/strong><br \/>In March 2024, California voters\u00a0passed Proposition 1 to transform behavioral health statewide. Proposition 1 modernizes the state\u2019s behavioral health system, with an emphasis on prevention, early intervention, and community-based approaches that promote behavioral health and well-being across the lifespan. As part of Proposition 1 implementation, the Behavioral Health Services Act (BHSA) reallocates allowable funding to the California Department of Public Health (CDPH) to support population-based behavioral health prevention efforts.<br \/><br \/><strong>What We Know\u00a0<\/strong><br \/>In March 2026, CDPH released the <a href=\"https:\/\/www.cdph.ca.gov\/Programs\/OPP\/CDPH%20Document%20Library\/CDPH-BHSA-Population-Based-Prevention-Final-Plan.pdf#msdynmkt_trackingcontext=de531ee4-64ea-41a4-a9ad-f50e6b5f0200\" target=\"_blank\" rel=\"noopener\">BHSA Population-Based Prevention Program Final Plan<\/a>, a comprehensive statewide framework designed to prevent suicide, self-harm, and overdose, reduce stigma, and strengthen behavioral health and well-being for all Californians.<br \/><br \/>The Final Plan integrates the previously released Phase 1 and Phase 2 Guides. It describes CDPH\u2019s strategic approach to implementing behavioral health transformation under Proposition 1.<br \/><br \/>At this time, CDPH is still developing statewide guidance that will outline expectations, timelines, and operational requirements for local health jurisdictions. This will include the transition and coordination of:<\/p><ul><li><p>Local Substance Use and Mental Health Prevention Efforts<\/p><\/li><li><p>Suicide Prevention Efforts and Update of the Local Suicide Prevention Plan<\/p><\/li><\/ul><p><strong>Potential Funding for Community-Based Organizations<\/strong><br \/>CDPH is expected to oversee the behavioral health prevention funding process for Community-Based Organizations (CBOs). CBOs will likely apply directly to CDPH (or its designated third-party administrator) for BHSA prevention funding.<br \/><br \/>With the release of the Final Plan, CDPH has confirmed that funding opportunity guidelines will be issued in Spring 2026. This information will be posted on the <a href=\"https:\/\/www.cdph.ca.gov\/Programs\/OPP\/Pages\/Engagement.aspx\" target=\"_blank\" rel=\"noopener\">CDPH website<\/a> and announced via the BHSA email distribution list.
