The MHSA provides for a 1% tax on taxable personal income over $1 million. MHSA tax revenues will be distributed to California counties through a contract with the California Department of Health Care Services (DCHS).<\/span><\/p><p>MHSA is focused on transforming the mental health care system by improving quality of life for individuals li<span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, 'Helvetica Neue', Arial, 'Noto Sans', sans-serif, 'Apple Color Emoji', 'Segoe UI Emoji', 'Segoe UI Symbol', 'Noto Color Emoji';\">ving with mental illness and those at risk of developing mental illness. MHSA provides funding for outreach, prevention and early intervention, improved access to services, support services, family involvement and treatment for unserved and underserved communities. While providing services in these areas, MHSA adheres to five principles:<\/span><\/p><ul role=\"list\"><li><strong>Cultural Competence<\/strong>\u00a0\u2013 Services reflect the values, customs, beliefs, and languages of the populations served and eliminate disparities in service access.<\/li><\/ul><ul role=\"list\"><li><strong>Community Collaboration<\/strong>\u00a0\u2013 Services strengthen partnerships with diverse sectors to help create opportunities for employment, housing, and education.<\/li><\/ul><ul role=\"list\"><li><strong>Client, Consumer, and Family Involvement<\/strong>\u00a0\u2013 Services engage clients, consumers, and families in all aspects of the mental health system, including planning, policy development, service delivery and evaluation.<\/li><\/ul><ul role=\"list\"><li><strong>Integrated Service Delivery<\/strong>\u00a0\u2013 Services reinforce coordinated agency efforts to create a seamless experience for clients, consumers and families.<\/li><\/ul><ul role=\"list\"><li><strong>Wellness and Recovery<\/strong>\u00a0\u2013 Services promote recovery and resiliency by allowing clients and consumers to participate in defining their own goals, so they can live fulfilling and productive lives.<\/li><\/ul><p>\u200d<\/p><h2 role=\"heading\" data-uw-rm-heading=\"level\">Issue Resolution Process<\/h2><p>Consumers, family members, and other stakeholders have the right to file a complaint\/issue related to the community program planning process, service access, and consistency between program implementation and the approved Mental Health Services Act (MHSA) plan for Ventura C<span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, 'Helvetica Neue', Arial, 'Noto Sans', sans-serif, 'Apple Color Emoji', 'Segoe UI Emoji', 'Segoe UI Symbol', 'Noto Color Emoji';\">ounty Behavioral Health (VCBH).<\/span><\/p><p>When an individual expresses a complaint or issue to program staff, the grievance line staff member will ask the consumer\/ family member\/ stakeholder if they would like to file a formal complaint related to an MHSA issue (as noted above) or if it\u2019s a clinical issue. MHSA complaints or issues will be addressed, investigated and resolved in a timely manner using the MHSA Issue Resolution procedure.
